Responsabilidad corporativa y el medio ambiente.Asuntos claves Cabildeo corporativo Washington, Bruselas, Otawa y Canberra son todos escenas de intensos debates y cabildeo político de diferentes grupos de poder. Individuos, corporaciones, grupos ideológicos y ambientales todos tienen oficinas e infraestructuras en estas capitales para tratar de influenciar a los tomadores de decisiones del día. El punto de un grupo de cabildeo es impulsar la ideología de los que los respaldan y asegurar que la legislación favorable a ellos sea instalada. Mientras profesores, grupos ambientales y otras ONG participan, no pueden soñar con igualar a las corporaciones en desviar influencia económica. Las industrias a veces combinan sus recursos y crean Asociaciones de Industrias para influenciar políticos y burócratas, y algunas de estas asociaciones tienen tal influencia que son capaces de alterar fácilmente la legislación individual. Las corporaciones gastan tanto dinero en donaciones políticas que una vez llegado el momento de gobernar esperan pacientemente que se les regrese el favor. Los cabildos son tanto ex gobernantes o personas conectadas con políticos. Pueden ser políticos que ya no tienen puesto, profesionales tales como abogados con conexiones con políticos y el servicio público o pueden ser amigos o parientes de políticos. La vieja escuela juega un papel al conectar a cabildos con políticos en algunos países tales como GB. Muchos políticos se hacen cabildos si no son reelegidos al poder en la siguiente elección. Análogo a una puerta giratoria, mucho políticos se mueven entre posiciones en el gobierno o la oposición y posiciones de cabildeo de alto nivel en las corporaciones. Problemas de conflicto de intereses surgen cuando los políticos tienen intereses financieros o personales en una compañía en particular. Los lazos se han hecho tan cercanos entre las corporaciones y los políticos que los individuos frecuentemente se mueven entre ambos al desarrollarse sus carreras. Los miembros de la junta se hacen políticos se les dan puestos diplomáticos o de gobierno lucrativos, mientras los políticos pueden anticipar un retiro fácil en el sector corporativo. Miles de compañías y cientos de corporaciones actúan individualmente y como grupos de industria organizados para mantener una influencia sustancial en los gobiernos. Varían en tamaño y poder político. Las grandes corporaciones y grupos industriales poseen mas membresías y mayor músculo financiero para emplear mas personal comparado con las compañías pequeñas. Los cabildos profesionales monitorean generalmente una parte específica de la legislación a través de sus plataformas en desarrollo y saben lo que está pasando antes de que llegue a debate. Ellos leen los documentos de discusión papeles de los investigadores y grupos de partidos, y hablan con los civiles. Mantienen archivo de los políticos – sus creencias políticas, compromisos de partido, preocupaciones de distrito y anhelos de carrera. Más aún, ajustan sus aproximaciones de cabildeo de acuerdo a quien apoya la legislación y quién se opone. en primera instancia los cabildos intentarán influenciar el gobierno proveyendo información. Los tomadores de decisiones regularmente consultan con sus miembros de las industrias económicamente importantes. Si esto no funciona, entonces emplearán métodos más persuasivos. Los grupos de cabildeo corporativo usarán vigilancia e intimidación para alcanzar los objetivos de su política. Ellos intentan formar sociedades con las instituciones que existen para monitorear y vigilar sus actividades. El último nivel es el retiro de financiamiento de campaña para un partido político. Las corporaciones mayormente usan su influencia para debilitar, bloquear o eliminar la legislación pública de protección propuesta. Ocasionalmente ellos inician la legislación, y cuando lo hacen, usualmente es para desmantelar las protecciones existentes o promover e instaurar políticas y regulaciones que beneficien su línea de fondo – usualmente a expensas del bien público. Los pensadores se comprenden de ex políticos, académicos y líderes de la industria. Son financiados por corporaciones, individuos y ONG que esperar dar más credibilidad a sus ideas. Ambas alas, derecha e izquierda política son culpables de enmascarar opinión como hechos, con el fin de hacer que los gobiernos actúen en su favor. ExxonMobil, una de las compañías más grande de petróleo, ayudó a financiar un reporte de la Red de Política Internacional Británica que dice que el cambio climático tiene un efecto positivo al incrementar los bancos de peces en el Océano del Atlántico Norte. Las corporaciones promueven sus intereses y se alejan con serio daño ambiental alrededor del mundo por su influencia política. Las presiones corporativas continúan diariamente. La instalación de regulaciones ambientales, cuotas de importación, restricción a la minería y leyes de competencia, todas están bajo inspección cercana de grupos de cabildeo corporativo. Mientras los grupos ambientales argumentan lo opuesto, no tienen por mucho los recursos para influenciar a los tomadores de decisiones. La industria de cabildeo es masiva. Sólo los EEUU, los grupos de interés gastan $2 billones de dólares cada año en cabildeo. Las corporaciones son por mucho las principales empleadores de cabildeo industrial, tanto actuando independientemente como uniéndose con otros en la misma industria. Uno de los principales problemas del capitalismo es que permite que la riqueza y el poder se consoliden en las manos de unos pocos. En una sociedad democrática cada uno tiene igual voto pero no todos tienen la misma oportunidad de ser escuchados o ser capaces de influenciar a sus políticos. Las corporaciones tienen demasiada riqueza y poder y, como regla general, usan ese poder para acumular aún más riqueza y poder. Las corporaciones argumentan que deberían tener mayor opinión en los procesos de toma de decisiones, ya que pagan más impuestos, sirven a los intereses de sus accionistas y son responsables de sus empleados y consumidores. Esta la naturaleza del capitalismo y las corporaciones pelear por el interés propio. La meta del cabildeo usualmente es predecible, sin importar el tipo de industria, como se demuestra en los siguientes ejemplos.
Donaciones políticas Las corporaciones ganan acceso político a través de sus contribuciones políticas. Las donaciones políticas de corporaciones no son dadas siempre con la simple meta de alcanzar sus futuros intereses comerciales. Algunas veces el objetivo será más generalizado; apoyar una ideología particular o un rango de problemas y políticas, o ganar favores con un partido en particular. La campaña de elección a presidente de George W. Bush fue pagada por industrias claves – financiera, bienes raíces, comunicaciones, energía, salud, y seguros. A cambio de su apoyo, Bush a recompensado constantemente con ahorro de impuestos, favores legislativos y citas deseadas aplicadas con sus ejecutivos. A los desarrolladores de bienes raíces se les permite construir en manglares y otras áreas sensibles, a compañías mineras y eléctricas se les permite seguir emitiendo dióxido de carbono, a la búsqueda de petróleo y gas se le da permiso en tierra pública incluyendo parques nacionales protegidos, a los ejecutivos de corporaciones se les dan empleo importantes en el Departamento del Interior de EEUU, y la industria farmacéutica recibe la legislación de drogas que desea. Los donadores que dan más de $200,000 son llamados Rangers y los donadores que dan más de $100,000 son llamados Pioneers. Juntos los Rangers y los Pioneers alcanzaron $60 millones de dólares para la campaña de elección de George W. Bush en 2004. Los negocios contribuyen con cerca de tres cuartos de la donación política, compañías de finanzas, seguros y bienes raíces contribuyen con cerca de una cuarta parte de las donaciones. El resto viene de corporaciones involucradas en farmacéutica, comunicaciones, construcción, agro negocios (tabaco especialmente), energía y recursos naturales, transporte y defensa. Los sindicatos y grupos como la Asociación Nacional del Rifle de América, fueron también importantes donadores. Aunque la comunicación entre el Estado y los otros sectores de la sociedad es necesaria para el bien del gobierno, las corporaciones ejercen un nivel inapropiado de influencia a través de sus donaciones. Algunas veces el nivel que ejercen raya en la corrupción. En algunas instancias, las corporaciones son arrastradas a “guerras de donaciones” donde tienen que competir con las otras en sus donaciones a los partidos políticos. Las leyes que regulan las donaciones y el ambiente político general en el cual se hacen varían entre los países. En los EEUU, las donaciones son una parte más del proceso político, mientras en GB son más estrictamente reguladas, y en Francia se prohíben. Por lo tanto el tipo y tamaño de cabildeo variará entre países. Las compañías deberían siempre mantener una clara política de donaciones. No todas las corporaciones hacen donaciones políticas y algunas han adoptado prohibiciones de compañía a las donaciones. En muchos casos, las políticas y las actividades de las corporaciones son restringidas únicamente por las leyes vigentes en cada país. No todas las corporaciones publican información acerca de sus contribuciones políticas. Algunas corporaciones son tan grandes y diversas que los gerentes en un país no están al tanto de las políticas de donación en otro país. Las compañías deberían declarar su presupuesto de donación, develar el proceso de cómo las determinan y evaluar la cantidad de dinero que han donado a partidos políticos. Sumario de Industria

La Mesa Redonda de Industriales Europeos (ERT) es un poderoso grupo de cabildeo que representa los intereses de 45 de los hombres más ricos en Europa – los jefes de las corporaciones europeas más grandes, incluyendo ICI, Hoechst, BP, Shell, Volvo, Fiat, Unilever, Nestle, Carlsberg, BAT, Pilkington, Olivetti, Phillips, y Siemens. La Confederación de Industria Británica (CBI) es el Comité Nacional del ICC en GB y representa los negocios británicos en su totalidad. Su membresía de 250,000 firmas emplea cerca de la mitad de la fuerza laboral británica.
